MCC to levy infra cess on vehicles

Vehicle owners in Mysore will be burdened further with a cess that is to be imposed by the Mysore City Corporation (MCC) from the financial year 2012-13.

MCC will levy infrastructure cess on registered vehicles to mop up an additional revenue of Rs 1.58 crore. The cess will be imposed under the Karnataka Municipalities Act of 1976 (Section 73) with the assistance of the Regional Transport Authority.

The proposal to impose the cess was announced while presenting the 2012-13 budget on Thursday. The Rs 457-crore budget also proposes to make Mysore a model solar city for which a provision of Rs 1.58 crore is made. Solar power will be generated by installing solar power panels atop prominent buildings like the MCC, K R Hospital, Cheluvamba Hospital, and all the nine MCC zonal offices. Solar lights will be installed in public parks like the Kuppanna Park.

MCC proposes to provide 10 per cent subsidy for purchase and installation of solar water heating equipment and 5 per cent concession on property tax to those who have installed such solar heating equipment. Rs 25 lakh is provided for the budget for the same.

Another novel proposal is to set up a separate fish market in the Devaraja Market utilising the Central grant of Rs 4.56 crore. It will be set up in coordination with the Karnataka Fisheries Development Corporation. A similar fish market will also be set up in Narasimharaja Constituency. It is proposed to offer an incentive of Rs 1,000 to those who recycle garbage in their backyards in the form of compost and segregate biodegradable waste. Rs 25 lakh is earmarked for the same.

Another novel feature is to train widows in the age group of 18 years to 35 years living below poverty line and provide financial assistance for self livelihood. To mark the 150th anniversary of the civic body, the foundation day will be celebrated by incurring an expenditure of Rs 50 lakh.

MCC proposes to collect Rs 77.54 crore from property tax, Rs 50 crore from water tax and Rs 20 crore from underground drainage cess in the coming year. It expects revenues of Rs 8.24 crore from building and ground licences, road cutting, water connection and completion report fees.

Presenting the budget, Taxes, Finance and Appeals Committee chairman M C Rajeswari Puttaswamy said the Rs 457.05 crore budget leaves a surplus of Rs 4.36 crore. A grant of Rs 33.65 crore was expected from the state government against Rs 29.53 crore in the present year. The present year’s budgetary proposals were estimated at Rs 427.51 crore.
