MMRDA to create rental housing

He was addressing the press conference after media visit to the two of MMRDA's ongoing project,  Mithi River Cleaning and Development Project and Sky Walk project at Bandra railway station. 

He further said, state governments slum rehabilitation schemes are essentially slum upgradation program but what we need is SPP. And SPP is easily possible if affordable housing is made available to migrant who has come here in search of job opportunity. 

Under the SPP, 160 sq ft houses with attached toilet block will be made available at the rent between Rs 800 to Rs 1500 and just like old BDD chawls in the island city which took care of early migrants to city like mill workers, dock workers etc.  

However important difference will be that, this houses will come with attach toilet block. And MMRDA has earmarked Rs 100 crore for the SPP, Gaikwad told.

For development of this rental housing stock MMRDA will be exploring all the option, in some cases we will be developing the housing stock on our own, in some cases we will like to have public private partnership (PPP) model, Gaikwad said while replying to question.

"In Mumbai we will like to go for PPP model. Just as  in the case of infrastructure projects, where the project affected persons (PAPs) are rehabilitated by the developer on his own land and in lieu, he gets transferable development rights (TDR) for both land and construction, we will be offering TDR to builder for making us housing stock available," Gaikwad said.

However, outside Mumbai in MMR, PPP model will not be feasible as TDR don't  fetch the price which they get in Mumbai, so MMRDA will develop the housing stock on its own. MMRDA has identified sites at Thane, Dombivali, Ulhasnagar, Karjat etc and MMRDA plans to start construction work on these sites in four to five months time, he added.

For creating this housing stock, MMRDA will be asking state government to compensate it f by giving additional floor space index (FSI) on the site itself and MMRDA will be selling off this additional construction at market rates, he said while answering the query.
