In what could signal as the growing role of NITI Aayog in governance more than a year after it was created, Prime Minister Narendra Modi will chair a meeting of NITI Aayog today to give concrete shape to the 15-year vision document for accelerating all round development of the country.
During the meeting, NITI Aayog will make a presentation to the Prime Minister on the progress made so far on the vision document.
The meeting, which will be second such interaction between Modi, who also is the chairperson of the Aayog with its members, will also be attended by NITI Aayog Vice-Chairman Arvind Panagariya and other members.
The Prime Minister is also likely to take stock of the economy and progress over various government programmes which are monitored by the Aayog. The meeting could also serve the purpose of putting into rest speculations on vice chairman Arvind Panagariya as the next RBI Governor.
The NITI Aayog is also working on a 7-year strategy starting from 2017-18 to 2023-24 to convert a vision document into implementable policy and action as part of the National Development Agenda.
It will also prepare a 3-year action plan for 2017-18 to 2019-20 as part of the National Development Agenda, which will be aligned with the 14th Finance Commission award period.
The action plan is important because 2016-17 is the terminal year of the 12th Five-Year Plan.

The Aayog’s growing role in policy formulation can be judged from the fact that in the last few months, it has been tasked with formulating major policy iNITIatives and interventions.
For example it is working on a 15-year vision document, which would lay down a roadmap of country’s progress and the path it needs to follow till 2030. It is also identifying structural bottlenecks and devising ways to overcome them in crucial sectors like education, health, labour, agriculture, infrastructure and disinvestment of PSUs.
It is also coming up with a plan to measure a state's performance on the basis of certain parameters – education, health, and basic necessities like drinking water and sanitation. Shortly, the states will be appraised on the basis of their performance. The details of their appraisal would be made public, like the report cards of students.
IN agriculture, the Aayog is working on a slew of reforms which would fundamentally alter the sector that include digitisation of land records, reforms in land leasing laws. It is also working to develop 20 world class institutes and a comprehensive package of reforms to restructure the working of institutions like Medical Council of India, UGC, AICTE and other bodies.
The Aayog which is now working as a systems reforms commission one which would perpetually identify and plug loopholes would get a big boost following the PMs visit today.
