"The plan expenditure has gone up ten times during this period and government has successfully curtailed non-plan expenditure,” the governor said. The interest payment had been reduced to 7.98% in 2014-15 from 22.44% in 2003-04, he said.
Highlighting the state government's achievements on electoral, social and economic fronts; the governor said Yadav said, "The agriculture growth of the state has touched a figure of 20.11% during 2014-14 according to advance estimates of the government.”

Yadav said his government had disbursed 83 lakh kisan credit card and his government was making farm loans available at zero percent interest rates. “This year till January, farm loans have been disbursed to the tune of Rs 12,218 crore,” the government said.
On farm sector Yadav said his government has initiated efforts so that young entrepreneurs could be promoted. “Fruit routes and vegetable routes will be institutionalised and there will be separate fruit and vegetable mandis,” the governor said.
Highlighting his government’s achievement on augmenting power, Yadav said, “In current financial year the power availability has been augmented further by 926 Mw. The power availability will be increased further from existing 16,000 Mw to 18,000 Mw.”
Octogenarian Yadav did not read entire 47-pages of the customary address text. He just read first and last para of his address and left the House as he was unable to stand for long due to his health conditions.
Under ‘Swachh Bharat Mission’ the governor said his government has made toilets availability in 50 lakh houses. “A five-year plan has been readied to make urban areas open defecation free with an outlay of Rs 2,000 crore,” the governor said, “a total of Rs 65,000 crore plans are underway for ensuring potable water availability and sewerage”.
