With most of the government's policies and programmes not percolating to the bottom, the state MSME (micro, small & medium enterprises) department has decided to initiate a mass awareness drive to ensure the MSME units reap the benefits. The awareness drive will be followed by entrepreneurship and skill development programmes at the district level.

Panchanan Dash, secretary, MSME has written to the general managers of district industries centre (DIC) to roll out the awareness drive and initiate the entrepreneurship and skill development programmes. These officials will also compile all orders relating to credit, technology, revival of sick units and marketing support to the MSMEs. Failure to comply will attract disciplinary action for the officers concerned.

Dash said, though there are several orders relating to credit, revival of sick units and marketing support to the units, they are not reviewed periodically at the district level to ensure that the MSME units can avail these benefits."There are various policies of the Government of India and the Odisha government but not much benefits accrue to the micro and small enterprises in the absence of proper guidance and support from the local offices. Forget about developing innovative ways to promote the MSMEs, even the existing policies and programmes are not implemented in proper spirit", Dash said in the letter.

Promotion of new enterprises would not suffice, it is important that the micro and small entrepreneurs are provided hand-holding support to become competitive and sustainable, he stressed.

Sensitisation programmes and entrepreneurship development programmes at the grassroot level can create enough awareness and skill to start a small enterprise which may become big, he suggested.
