There are substantial differences among the states on the approach to guide the annual plan fund allocation.
While the Planning Commis-sion has recommended a larger weightage to performance in meeting targets for subsidy reduction and reforms in fiscal issues, many states feel that it is the extent of the problem that should decide the allocation.
