Development of North Eastern Region (DoNER) minister Paban Singh Ghatowar said the implementation of ‘North East Vision 2020’ was on track and investment to the tune of Rs. 5,05,499 crore would be required in the 12th plan for giving shape to it.
The minister said it has been estimated that a total investment of Rs. 13,29,891 crore would be required to achieve the objectives enshrined in the Vision document and to bring the North Eastern Region at par with the rest of the country. He said besides investment of Rs 5,05,499 crore in the 12th Plan, an amount of Rs. 6,12,779 would be required in the first three years of 13th Plan period. Action plans finalised by the 17 thematic groups, are being implemented by different Union ministries in the region from the gross budgetary allocation made to them by the Planning Commission. The DoNER ministry had constituted 17 thematic groups on various sectors, which include panchayati Raj and local self government, poverty eradication, human resource development, industry, air connectivity, rail connectivity, etc., to work out action plan to operationalise the Vision document.
He said that concerned ministries have spelled out their development plans and ongoing activities in the region for giving shape to the Vision 2020 document. Ghatowar said that ‘Vision 2020’ continues to be “template for promoting development in North Eastern states”. The ‘Vision 2020’ document, which was finalised in 2008 and released by prime minister in July 2008, sets the goals, identifies the challenges and suggests regional and sectoral implementation strategies for promoting the socio-economic prosperity of the region.
The Vision 2020 document projects a time frame for implementation over the period of 11th five year plan up to first three years of 13th five year plan, which is year 2020.
