Highways ministry sets up panel for Rs 40,000 crore project
The ministry of road transport and highways is planning to set up a three-tier organisational structure within the ministry to oversee the implementation of the Rs 40,000 crore road upgradation project announced by Finance Minister Jaswant Singh in the Budget for 2003-04.
The National Highways Authority of India (NHAI), which has been working on the National Highways Development Project (NHDP), has been kept out of the loop. Instead, the construction of these 48-odd high-density sections, adding up to around 10,000 km, will be executed by the ministry.

As per the details worked out by the ministry, the first tier of the organisation will consist of a core group or an empowered committee of secretaries, comprising ministry officials and representatives from the finance ministry and the Planning Commission.
