According to the Prime Minister's Office which faced a barrage of criticism on the document made public after the Left withdrew support citing the government's secrecy over the issue, they had no choice.
"This morning, when we found that the document had been made public by websites across the world we had no choice but to upload the document on to the ministry of external affairs website," said an official from the PMO.
Ministry of External Affairs sources confirm that they were told this morning that since the document has been "leaked" after it was circulated amongst the IAEA board of governors it should be put up on the ministry's official website.
