The National Thermal Power Corporation (NTPC) and the state-owned Industrial Development Corporation of Orissa (Idcol) are exploring the possibility of setting up a fly-ash-based Portland Pozzolana cement plant at Kaniha in Angul district in joint venture.

The proposed venture will use a part of the thousands of tonnes of fly ash to be generated at Kaniha, where NTPC is setting up a 3000 mw power plant.

Environmentalists are concerned about the possible air pollution in the area on account of the NTPC super thermal power station. This has led to organisation of a two-day national brain-storming session of waste recycling experts by the ministry of power and NTPC here to explore viable use of fly ash.

Idcol, which owns a cement plant in Bargarh district, has shown interest in forming a joint venture with NTPC for the fly ash-based cement manufacturing unit, if infrastructure support such as land could be given for the purpose. The power ministry, which has convened the meet, is exploring the avenues for value addition to fly ash even as the ministry of environment and forests has clamped a progressive ban on land acquisition for ash disposal and asked for a minimum 25 per cent ash utilisaiton for making bricks and tiles.

NTPC is particularly concerned about the fact that its 3,000 mw power plant at Kaniha will use about 14,000 truckloads of coal per day, thus posing a big challenge to dispose off 5,000 truckloads of ash everyday. The plant will be completed between 2004-06. In this backdrop, the proposed joint venture with Idcol is seen as a solution.

Experts from Central Road Research Institute, Indian Institute of Technology and Central Fuel Research Institute are participating in the seminar.
