The Odisha government has targeted to commission PPP (public private partnership) projects worth Rs 5000 crore during the 12th Plan period (2012-17).
"The state government has identified 54 projects to be taken up for implementation on the PPP mode. Of these 12 projects are already operational while nine others are under various stages of construction. Bidding process has been completed for 23 projects and concessionaire agreements have been signed for 31 projects”, said Maheshwar Mohanty, minister for planning & coordination after the governing body of Odisha PPP technical society.
These 54 projects have been approved between April 2009 and October 2012.
Special funds have also been created to facilitate the process of achieving this target. These funds are Odisha Infrastructure Project Development Fund, Odisha Viability Gap Fund, Project Development and Facility Fund for road sector and Odisha Urban Infrastructure Development Fund.
Around Rs 98 cr has been parked in these funds for undertaking different technical studies, matching support to central viability gap funding, engagement of transaction advisors, conducting feasibility studies.
A dedicated PPP cell in planning & coordination department has started providing turnkey support to line departments in project identification, prioritization, feasibility analysis, projects structuring, financing options and bid process management for selection of developers.
Separate project management units have also started functioning in various departments. An empowered committee under the chairmanship of chief secretary has been constituted to sanction the projects entailing investment up to Rs 500 crore. The projects entailing investment of above Rs 500 crore will be considered by High Level Clearance Authority.
Meanwhile, 12 PPP projects have been made operational and started delivering the services. These projects include non-major port project at Dhamara, market-cum-residential complex at Sahidnagar locality in Bhubaneswar, air-conditioned market complex at Unit-II locality also in Bhubaneswar, upgradation of industrial infrastructure in steel & metallurgical allied cluster at Jajpur, e-registration system (e-dharani), Mahodadhi Nivas-Puri, eco-tourism complex of Odisha Tourism Development Corporation (OTDC), Odisha Tourism Portal operation & management, upgradation of selected ITI & ITCs, MRI centre at SCB Medical College-Cuttack, management of selected primary health centre and south Indian specialized restaurants at Konark, Cuttack and Satapada.
