However, the net supplementary budget estimate is pegged at Rs 7,144.58 crore.
Apart from post-budget announcement of new schemes and programmes, the supplementary budget has allocated a whopping Rs 2,074.36 crore for relief, restoration and repair of cyclone and flood affected areas in anticipation of release of money from the Centre for State Disaster Response Fund (SDRF) and National Disaster Response Fund (NDRF).

The provisions of supplementary budget also includes onetime settlement of arrear electricity bills of government departments and Odisha Lift Irrigation Corporation up to March end, 2012 through book adjustments of Rs 796.70 crore, allocation of Rs 200 crore for reconstruction and disaster mitigation in the cyclone affected areas with assistance from World Bank and Asian Development Bank.
The supplementary provision over and above the budget estimate of Rs 60,303.09 crore for 2013-14 includes a non-plan component of Rs 5,950.45 crore, state plan (Rs 2,909.63 crore), central plan (Rs 79.13 crore) and centrally sponsored plan (Rs 482.04 crore).
The state finance minister, Prasanna Acharya said, because of large scale damage due to the unprecedented calamities that hit the state in the form of Phailin and subsequent floods last month, there was need of additional funds to take up the rehabilitation and relief work. "We hope to get funds from the World Bank and ADB later," he added.
The government has also provided for the state's share towards the central plans and centrally sponsored plans in the supplementary budget.
It has earmarked Rs 233.56 crore for Odisha's share towards the cost of land for the ultra-mega power plant at Bedabahal.
Acharya said, the revenue collection trend has been satisfying till October compared to the same period of last year.
The tax revenue is 13.29 per cent higher than last year while the non-tax revenue is up by 13.56 per cent. The total revenue is 15.30 per cent more than the figure in the corresponding period of last year, said U N Behera, state finance secretary.
Upto October, this year, the state's own tax revenue was Rs 8,390 crore while the non-tax revenue stood at Rs 4,303 crore, share of central taxes at Rs 8,312 crore and grant from the Centre at Rs 4,322 crore with total earnings pegged at Rs 25,330 crore.
Similarly, the plan and non-plan expenditures together are at 44 per cent of the estimates till October 2013. While the plan expenditure is pegged at Rs 17,630 crore (41 per cent), the non-plan spending stands at Rs 9,154 (45 per cent).
The 13.29 per cent increase in total tax revenue includes 14.37 per cent rise in sales tax, 17.25 per cent increase in excise duty and 18.05 per in stamp and registration fees.
However, the mining revenue was just about the same as that of a year ago period.
Against the budget estimate of Rs 5,512 crore, the state has collected Rs 3,079 crore from the mining sector till October end, which is 56 per cent of the annual target.
With the rising instances of violence against women, the state government has earmarked Rs 6.25 crore for providing self-defence training to girl students.
