The Orissa government continues to struggle on expenditure of Central funds. For the past ten years, the state has been unable to achieve full utilization of funds received from the Government of India under Centrally Sponsored Plan (CSP).
In the current financial year, the state government received an assistance of Rs 527.09 crore from the Government of India under CSP but has managed to spend Rs 360.05 crore, meaning an achievement of 68 per cent on the expenditure front.
Similarly, in 2009-10, the state had managed to spend Rs 995.49 crore out of the Central assistance of Rs 1143.83 crore received under CSP, an achievement of 87.03 per cent. In 2008-09, the spending was Rs 1118.89 crore as against receipt of Rs 1164.76 crore.
In 2007-08, the expenditure by the state under CSP was Rs 850.04 crore which is an achievement of 75.97 per cent of the total receipt of Rs 1118.81 crore.
In 2006-07, the expenditure by the state government was Rs 396.03 crore under CSP out of an actual receipt of Rs 733.17 crore, which marks an achievement of only 54.01 per cent.

The minister claimed that no underutilized funds from the state have gone back to the Government of India.
To improve expenditure levels, the state finance department had introduced the Cash Management System in this fiscal in ten departments- School & Mass Education, Rural Development, Housing & Urban Development, Health & Family Welfare, Panchayati Raj, Water Resources, Agriculture, Women & Child Development, Higher Education and Works.
According to this system, up to 60 per cent of the Plan expenditure would be spent by the end of December and the expenditure for the month of March shall not exceed 15 per cent.
The total expenditure, Plan as well as Non-Plan in April-December period of this fiscal, at Rs 21615.73 crore has been 54.18 per cent of the Total Plan provision of Rs 39896.60 crore for the current fiscal.
In the last fiscal, the achievement in expenditure was 48.35 per cent till the end of December 2009.
