Towards this objective, the state-owned Infrastructure Development Corporation of Orissa (IDCO) has appointed Feedback Ventures of Mumbai as consultants to work out details of the project and devise modules to attract investment to such projects which will be developed on Public Private Partnership (PPP) mode.

In the first phase, IDCO has decided to develop a 45 km road connecting Tomka with Mangalpur in Jajpur district. The entire stretch runs through the chrome ore rich corridor of the district catering to a number of chrome mines of various sizes. The major mine owners operating in the area included Orissa Mining Corporation (OMC), Tisco, Aspat Alloys and Jindal.

The Mangalpur end of the project leads to NH-200, which connects to Talcher and the Tomka end is on the state expressway leading to Paradip. Although there is now a road connecting Tomka with Mangalpur, it is in a very bad shape.
