Keeping in view the Naxalite threat to vital public and private sector industrial units, the standing committee of Orissa State Assembly on Home has recommended the government for creation of State Security Force to provide security to these organisations.
The proposed force should have 1007 different categories of posts with a financial involvement of Rs 33.96-crore, the committee recommended.
"We have placed the recommendations in the state assembly recently," said the chairman of the departmentally related standing committee (Home) Ramesh Chandra Chyau Patnaik.
"Creation of the State Security Force is necessary as the leftwing ultras have spread their tentacles in 17 out of 30 districts of the state and have even targeted vital industrial units," said Patnaik, who is also a MLA from Berhampur.
At least ten security personnel and four Naxalite guerrillas were killed in a gun-battle at Nalco’s bauxite mine at Panchapatmali, near Damonjodi in Koraput district on April 12, 2009. The Naxalite, sometime back, had also damaged the pipeline of Essar Steel that goes through Malkanagiri area.
After the Nalco incident, the state government mooted an idea for creation of its own Industrial Security Force in line with the Central Industrial Security Force (CISF).

The creation of the state’s own security wing was felt necessary as most of the mining and power generation industries are located in the Naxalite infested districts.
The standing committee also recommended that one Economic Offence Wing should be created in the state to investigate crimes in investment and deposit related frauds, land related forgery, fake job racket, bank and credit card fraud.
The proposed wing may function in addition to Special Task Force, recommended earlier in Crime Branch, under one Inspector General (IG) of Police. The IG of Police will work under the overall control of Additional DG, Crime Branch.
