Home Secretary T K Mishra recently convened a meeting of senior police officials where the problems posed by gangsters were discussed at length. The meeting resolved that the government needed to frame a special crime control act on the lines of Maharastra Control of Organised Crime Act, official sources said.

"The state requires a stringent law to deal with the criminals as gangsters like Sandeep Acharya, Sheik Hyder, Anil Chhotray and some others are calling the shots even from inside jails," said a senior police officer.

He pointed out that with huge amount of money in their hands, the criminals could now easily manage to get bail by paying handsome amount to lawyers due to non-existence of stringent laws. This apart, today's criminals were different from their predecessors because they were educated and had some knowledge of law.

"Unless you bring a stringent law, you cannot win them," said city Commissioner of Police B K Sharma at a workshop of forest officials yesterday.
