Panel to demarcate mining lease boundaries

To bring transparency in the mining operation, the state government has constituted state level committee (SLC) and district level committee (DLC) for survey and demarcation of the lease boundaries, digitalization of lease maps, superimposition of the satellite imagery with differential GPS (DGPS) survey map and its comparison with approved lease map and geo-referencing of mining maps.

The SLC will comprise of five members with Director of Mines as its convener. The other four members of the committee are Director of Land Records and Surveys, Chief Conservator of Forest, Director of Geology and Chief Executive of Orissa Space Application Center (ORSAC).The SLC will supervise the survey and demarcation work done by the DLC and issue necessary directions and ensure timely completion of work as per the prescribed work schedule.

The state level committee is to meet immediately to issue guidelines to DLC and field officers. This committee will ensure the work done by ORSAC in digitalization and geo referencing of boundary pillars should not be duplicated and the works done by the survey team is complementary to the work done by ORSAC.

In district committee, the Collector will be the chairman. Its other members are deputy director mining, Tehasildar of the concerned land lease area, an officer from Orissa settlement and Consolidation Service and the Divisional Forest Officer (DFO).

The DLC will supervise the survey and demarcation work at the district level under supervision of the Collector and District Magistrate of the district. The committee at the district level shall be responsible for the field survey which may be undertaken by modalities notified by steel and mines department earlier.
