The forthcoming foreign policy is expected to contain several procedural simplifications in order to reduce transaction cost for exporters. |
Some of the measures under consideration include introduction of a single bond for all duty-ree clearances under various export schemes and establishment of a one-stop documentation centre in all major airports and seaports. |

The measures being considered, are based on the recommendations of an inter-ministerial task force for simplification of procedures for reduction in transaction cost headed by Director-General of Foreign Trade KT Chacko. |

The taskforce had recommended the establishment of a one-stop documentation centre to provide all clearances, certificiates and forms under one roof from all the government agencies engaged in processing of export goods. It had suggested that the centre would be established by export organisations like FIEO and Export Promotion Council and Community Boards. |

It had also suggested abolition of invoices on grounds that it was already captured in the shipping bills. |

Some of the other recommendations of the taskforce include dispensing with the requirement to multiple bonds and introduction of a single bond for all export schemes. At present an exporters has to submit license-wise bond to the customs authorities. |

Officials said the ministry was also considering simplification of some of the existing schemes like the Advance License and the Export Promotion Capital Goods Scheme. |

"There is a proposal to do away with the requirement to maintain a separate account for an annual advance license," an official said adding that another proposal being considered was to introduce a flexibility in the EPCG scheme regarding 100 per cent efficiency in exports. The EPCG scheme requires an exporter to undertake exports in lieu of allowing duty free imports of inputs. |

"Since exports are impacted by external conditions, the requirement to show 100 per cent efficiency in exports under the EPCG scheme is not viable. There has to be some flexibility by reducing the efficiency to 75 per cent," an official said. |
