PFC role under CERC scanner

The Central Electricity Regulatory Commission has asked the power ministry to clarify the position of Power Finance Corporation (PFC) Ltd on execution of the seven ultra mega power projects.
 
"In order to provide a clarification on the issue the power ministry and the PFC will make a presentation to the regulator next week," an official said.
 
Under the Electricity Act 2003, only those wanting to procure power or their agents are entitled to invite bids.
 
"It is unclear in what capacity the PFC is involved in the entire exercise, as a procurer or as an agent of a procurer. What is its locus standi?" the official said.
 
The PFC mandate only includes raising resources from international and domestic sources and lending the funds to power projects in India, bringing about financial improvement in the functioning of state power utilities and assisting reforms in the power sector.
 
From the originally proposed five ultra mega power projects the number has gone up to seven. The projects are located in Madhya Pradesh (Sasan), Orissa, Chattisgarh (Akaltara), Gujarat (Mundra), Maharashtra (Girye), Karnataka (Tadri) and Andhra Pradesh (Krishnapattnam) and are of 4,000 Mw each.
 
Each project will require an investment of Rs 15,000 crore. Expression of Interests have already been called for Sasan, Mundra and Girye power projects.
