The BJP alleged that the Congress-led UPA government was on a collision course with the Opposition by constituting the Group of Ministers (GoM) to probe scams which came out during the six-year NDA regime.

The party also implied that the coming winter session of Parliament could be just as stormy as the last two ones, if the government continues in the present vein.

According to BJP spokesperson Mukhtar Abbas Naqvi the Congress and the UPA government seems to have a "phobia" about the BJP and RSS. "This is preventing them from concentrating on governance," he said.

"Instead of concentrating on such issues as rising inflation, and the increasing burden on the common man, the government is intent on hounding the opposition," he said.

"If the government continues in this obfuscating way then the blame for a stormy winter session will be laid at the door of the ruling party and not the opposition," he said. "We can be a constructive Opposition if the government becomes a positive ruling party," he said.

"The government is raking up artificial issues and inviting the opposition for confrontation," he told reporters here.

"If a destructive government is expecting a constructive opposition, it is wrong. If they start confrontation, we will not sit idle," he said when asked whether the NDA would stall Parliament during the next session over the issue.

He said that the setting up of the GoM was purely politically motivated since the NDA had been given a "clean chit" by ministers in the UPA government on various defence and internal security matters which had earlier been raised during the elections.

"Home minister Shivraj Patil had given a clean chit to the former home minister L K Advani on the AK-47 issue on the floor of Parliament, what would you call that?" queried Naqvi.

"It seems super Prime Minister Sonia Gandhi, the Left and Laloo have tied the hands of the government when it comes to taking positive steps," he said.

"The birth of the UPA government after high drama has bred in it a negativity, which has revealed itself in its working, every some new controversy or the other is being created by them," he added.

Naqvi objected to an enquiry by the GoM stating that it was hardly an investigative agency. "We are open to all manner of enquiry from creditable agencies," he said.
