Orissa has shown a marked improvement on the expenditure front, both Plan and Non-Plan, in the April-August period of the current financial year.
The Plan expenditure in this period stood at Rs 2455.38 crore which is 19.03 per cent of the budgetary estimate of Rs 12902.31 crore for the entire fiscal. The Plan expenditure in the same period of the last fiscal was 12.93 per cent.
The Plan expenditure on the revenue account in the April-August period of 2010-11 was Rs 1781.62 crore which represents 21.94 per cent of the budgetary estimate of Rs 8120.39 crore. The Plan expenditure on the revenue account was only 10.25 per cent in the corresponding period of the previous fiscal.
On capital account, the Plan expenditure stood at Rs 673.76 crore which is only 14.09 per cent of the overall budgetary estimate of Rs 4781.92 crore for this fiscal. In the same period of 2009-10, the Plan expenditure on the capital account was a tad higher at 17.62 per cent.
Similarly, the Non-Plan expenditure at Rs 6457.32 crore in the April-August period of the current financial year marks 26.27 per cent of the budget estimate of Rs 24584.61 crore for the whole fiscal. In the same period of 2009-10, the Non-Plan expenditure was 22.59 per cent.
The Non-Plan expenditure on the revenue account at Rs 6424.89 crore represents 26.37 per cent of the budgetary estimate of Rs 24361.55 crore whereas on the capital account, it was Rs 720.01 crore, which is 14.54 per cent of the budgetary estimate.
The overall expenditure, both Plan and Non-Plan during April-August of 2010-11 was Rs 8912.71 crore which is 23.78 per cent of the total expenditure of Rs 37486.92 crore estimated in the budget for 2010-11.

There has been improvement on the revenue collection front as well during the period. The tax revenue at Rs 7345.98 crore is 36.07 per cent of the budgetary estimate of Rs 20364.18 crore for 2010-11. In the corresponding period of the last fiscal the tax revenue collection was 35.83 per cent of the budgetary estimate.
Among the tax revenue, sales tax was Rs 2266.50 crore, service tax was Rs 369 crore, state excise Rs 364.43 crore, Union excise duties Rs 470.25 crore, customs at Rs 577.35 crore, stamps and registration duties at 171.60 crore and land revenue at Rs 107.56 crore.
The non-tax revenue collection at Rs 1371.95 crore in the said period is 43.33 per cent of Rs 3165.98 crore. This achievement in non-tax revenue is a substantial improvement over 31.4 per cent of the same period of 2009-10.
Out of the state's non-tax revenue base, the non-ferrous mining and metallurgical industries was the single biggest contributor at Rs 1187.60 crore.
The state's total revenue receipts including tax as well as non-tax revenue and grants-in-aid and contributions stood at Rs 10276.49 crore which represents 32.68 per cent of the budget estimate of Rs 31445.30 crore for the fiscal.
