PLCCs proposed for private sector industries

To promote ancillary and the downstream industries in Orissa, the state government plans to constitute Plant Level Consultative Committees (PLCCs) for all private sector industries.

While 9 units have notified the constitution of such committees, the government intends to constitute such committees in the remaining industries. Two units namely Arati Steel and Scaw Industries have already held their respective PLCC meetings.

Constituted in line with the Plant Level Advisory Committees (PLACs) for the public sector units , PLCCs will sit once in a quarter to review the performance of the ancillary and the downstream industries in the areas of operation of the respective units.

These committees, headed by the chief executive officer (CEO) of the concerned mother unit, will evolve ways for promoting large number of ancillary and downstream industries in those areas, industry secretary A P Padhi said.

Talking to the media after a high level meeting chaired by chief minister, Naveen Patnaik on promotion of ancillary and downstream industries in the state, Padhi said, the ancillary and downstream industries has been identified as one of thrust areas in the industrial policy resolution (IPR), 2007.

The state government has already identified some potential areas in this regard. Cluster approach will be adopted in and around the mother plants in the identified locations.

While Jharsuguda, Angul and Dhenkanal have been identified for development of ancillaries in the steel, aluminium and power sector, Kalinganagar will be the hub for ancillaries in the steel sector.

Paradip and Dhamra will house a number of port based ancillaries. Similarly, Kalahandi and Raygada have been identified for alumina based ancillaries and downstream industries. While Dhenkanal will be the hub for plastic based ancillaries, Angul has been identified as potential area for ancillaries in the aluminium and power sectors.

That apart, Choudwar will have a number of units relating to auto-components. Meanwhile, about 40 small units have come up in the Jharsuguda growth centre.

Padhi said, about 15 units have come up at Kalinganagar and 90 more units have applied for setting up of ancillary and downstream industries in that area. The rush to set up ancillary units, close to large industries coming up at various locations in the state, has been noticed particularly after the visit of the Team Orissa members to places like Hissar and Ludhiana and the return visit by business delegates from these places to Orissa.
