PPP projects in state pegged at Rs 24k Cr

As many as 100 projects worth Rs 24,726 crore across varied sectors are in different stages of planning and implementation in public private partnership (PPP) mode in the state.

The sectors include healthcare, education, water supply, warehousing, urban management, tourism, power transmission, roads, ports etc. While 26 PPP projects of Rs 13025 crore are under implementation, 40 projects (worth Rs 5445crore) and 34 projects (worth Rs 6256 crore) are operational and in the pipeline respectively.

About nine PPP projects in the transport segment leads the pack with investments pegged at Rs 15740 crore. The sector has three operational projects, fiver under implementation and the balance are in the pipeline.

It is followed by roads (Rs 3476 crore), urban development (Rs 1890 crore) and power transmission (Rs 1634 crore). Among others, the investment in industrial infrastructure, health, finance and revenue, tourism and education sectors are estimated at Rs 885 crore, Rs 580 crore, Rs 200 crore, Rs 239 crore and Rs 82 crore respectively.

The Department of Economic Affairs (DoEA) should consider a proposal for encouraging PPPs in Odisha whereby a line of support is provided to the State Viability Grant Fund for taking up more number of annuity based projects in social sectors like healthcare, education and new areas like rural roads, rural drinking water supply etc, argued chief minister Naveen Patnaik at the PPP nodal officers review meeting here jointly organized by DoEA and Asian Development Bank.

It will help broaden the base of PPPs to ensure improved service delivery standards, which is a focus area of the state government, he said.

The basket of externally Aided Projects (EAPs) is estimated at around Rs ten thousand crore, of which about 75 per cent are in core infrastructure sectors like roads, irrigation and urban development. The remaining projects are in livelihoods creation, sanitation, healthcare, tribal, empowerment etc.

"I am keen to see this balance being retained in the coming years since the EAPs, especially the assistance through IDA, have lower interest rates and are of long gestation with extended moratorium periods. This is important since the bilateral grant window of DFID is closing", Patnaik said.

He hoped that the proposal for improvement of Particularly Vulnerable Tribal Groups posed to International Fund for Agricultural Development (IFAD) for an assistance of 85 million dollar is approved early.

For effective implementation of the infrastructure projects, Patnaik urged the Centre to put in place a comprehensive Project Monitoring & Information System (PMIS) that will ensure improved financial and physical progress in the public infrastructure projects.
