PSUs to mobilise 50% more resources

Resource mobilisation by public sector undertakings will go up by nearly 50 per cent during the next financial year to Rs 1,00,868.49 crore from Rs 68,289.22 crore in 2004-05.
 
In his Budget speech, Finance Minister P Chidambaram announced a Rs 14,040 crore equity support and loans up to Rs 3,554 crore for public sector enterprises during the next financial year, including the railways raising budgetary support to state-run companies by 4 per cent.
 
The budgetary support for PSEs at Rs 17,593.98 crore in 2005-06 was 15 per cent of the total Plan outlay against 20 per cent in 2004-05.
 
The thrust on augmenting equity support is for the infrastructure sector. The total Plan outlay increased by over 330 per cent to Rs 14,779.61 crore for 2005-06 from Rs 3,377.4 crore in 2004-05.
 
National Highways Authority of India (NHAI) will raise Rs 8500 crore in 2005-06 through bonds. The total Plan outlay for NHAI has been increased by over 400 per cent from Rs 2,248 crore in 2004-05 to a whopping Rs 12,369.74 crore in 2005-06.
 
This is for the accelerated development programme for the Northeast and the third phase of the National Highway Development Programme.
 
The railways will be mobilising 19 per cent more revenues than what they did in the last financial year, to Rs 8,118.9 crore in 2005-06 from Rs 6,818.14 crore in 2004-05. It will raise capital up to Rs 3,400 crore from market borrowings in 2005-06.
 
Shipping Corporation of India will be ramping up its revenues by nearly 100 per cent from Rs 659.25 crore in 2004-05 to Rs 1,293.15 crore in 2005-06.
 
The National Thermal Power Corporation Ltd will be mobilising 78 per cent more revenue in 2005-06 over 2004-05, to Rs 8550 crore from Rs 4774 crore. It will be issuing bonds worth Rs 4526 crore in 2005-06.
 
Gail (India) India Ltd will increase its revenue mobilisation by another 200 per cent from Rs 1407.38 crore in 2004-05 to Rs 4321.10 crore in 2005-06.
 
Bharat Heavy Electricals Limited (Bhel) will augment its internal resources by over 70 per cent to Rs 199.39 crore in 2005-06 from Rs 113 crore in 2005-06.
 
Steel Authority of India Ltd will increase its Internal External Budgetary Resources by nearly 60 per cent from Rs 650 crore in 2004-05 to Rs 1030 crore in 2005-06. At present, several major projects costing more than Rs 1,000 crore are in various stages of implementation at all the SAIL plants.
 
Other beneficiaries of the equity support include the ministry of aviation where the Plan investment for PSEs under the ministry increased from Rs 17 crore in 2004-05 to Rs 341 crore in crore in 2005-06. This is for fleet expansion by Indian Airlines.
 
The total Plan outlay for the ministry of heavy industry has been increased by over 100 per cent to Rs 517.57 crore for 2005-06 from Rs 238.03 crore in 2004-05.
 
The government has further hiked its equity support for a majority of the sick PSEs under this ministry by more than 120 per cent to Rs 73.32 crore.
 
Equity support will be extended to PSEs, including Bharat Bhari Udyog Ltd, Bharat Yantra Nigam Ltd, Cement Corporation of India Ltd, Hindustan Salts and Scooters India Ltd. Hindustan Machine Tools will get a maximum equity support of Rs 14.28 crore in 2005-06, a 150 per cent increase over what it was in the financial year.
 
In the meanwhileBharat Sanchar Nigam Ltd (BSNL) will witness a 46 per cent increase in its revenues which will rise to Rs 9,696 crore in 2005-06 from Rs 6,636 crore estimated in the current year.
 
The resource mobilisation of the other public sector undertaking under the department of telecommunication, MTNL, is expected to be down by 15 per cent to Rs 1,887 crore next year against Rs 2,220 crore during 2004-05.
 
The Rs 3,030-crore increase in the internal external budgetary resources (IEBR) of BSNL has also caused the total budget of the department of telecommunications (DoT) to go up by 21.79 per cent, to Rs 11,801.01 in 2005-06 from Rs 9,689.31 in 2004-05.
