Earlier, four international bidders in association with joint ventures/consultants having operations in India had submitted bids for preparing a detailed project report (DPR) for both the projects. The two projects could together cost about Rs 3,000 crore.
Sources added RITES Ltd has been entrusted for the preparation of DPR for Sagar Island connectivity, as international bidders quoted exorbitant price, which found to be un-viable. "They have quoted high price, which the officials found too much, so they have entrusted the work to RITES Ltd. Since RITES has carried out study in recent past also, they have an edge over others. Entrusting the work will not only save money in terms of consultation fee as their charges are less but also they would be in possession to submit the reports early, given their experience in the recent past," said a source close to development.

If the West Bengal project is found viable after DPRs, it would be India's first underwater tunnel in the Muri Ganga river, stretched over 3.5 km. This would have both rail and road links, and is estimated to cost around Rs 2,000 crore. The other option being examined is an elevated rail-road link. Based on technical feasibility and economic viability, the ministry will take a call on whether to build a tunnel or an elevated stretch. The government intends to set up a port at Sagar Island, and the proposed connectivity will ensure hassle-free movement of cargo.
On being asked about status of Chatham and Bamboo Flat connectivity in Andaman Nicobar Islands, sources added, "We have received four bids for preparation of DPR for the two stretches. However, all the four bids were disqualified on the technical grounds. Very soon, we would invite fresh bids for the purpose," he added.
The proposed stretch is about two km, and will connect Chatham and Bamboo Flat in Andaman Nicobar Islands. In the absence of any direct connectivity, people often travel 48 km via road.
Even in this stretch, the government is looking at both elevated and underwater options, but it would have only road connectivity since Andaman is not connected by rail. The cost of the project is estimated at Rs 1,000 crore.
