In an effort to resurrect the infrastructure in militancy-affected Jammu and Kashmir, the Asian Development Bank (ADB) has decided to provide Rs 3,250 crore for various works in the state. |
But release of the first instalment of Rs 1,250 crore, scheduled to take place in September, was likely to be delayed as an ADB team had been unable to undertake an assessment visit to state apparently because of certain "procedural" hindrances, official sources said here yesterday. |

The first instalment was to be used for reconstructing infrastructure, like bridges and water pipes, damaged during militancy over the last 15 years, sources said. |

"The projects have been identified and work was to begin soon. But with the ADB team unable to undertake the assessment tour, the release of funds will be delayed affecting timely start of the works," sources said. |

The three-member team has to get a clearance from the Union home ministry, which apparently they are yet to obtain. |

The state government had decided to take up the matter with the central government at "appropriate level", sources added. |

The second instalment of Rs 2,000 crore is scheduled to be released next year. This amount is to be used for building of urban infrastructure. |
