SEZ scales tilt in favour of farmers

On a day Maharashtra Chief Minister Vilasrao Deshmukh announced that the state would not forcibly acquire land from farmers for any special economic zone (SEZ) project unless they agreed to the rehabilitation and compensation package, Jharkhand said it would empower its gram sabhas to identify and grant the land needed to set up new industries in the state.
 
Maharashtra's decision is likely to jeopardise the future of the Reliance Industries-promoted Mumbai SEZ and six other SEZ projects. This is a reversal of the state's earlier stand.
 
This is a complete reversal from the earlier stand of the state government, which has notified around 11,000 hectares for acquisition under the Land Acquisition Act, 1891, in Pen, Uran and Khalapur talukas of Raigadh district on the outskirts of Mumbai.
 
Deshmukh's announcement is also likely to affect the future of six other SEZs where the state government's industrial infrastructure arm, Maharashtra Industrial Development Corporation, is acquiring land.
 
This includes the Mahindra-promoted SEZ at Karla in Pune district on 1,000 hectares, Bharat Forge-promoted SEZ at Chakan over 2,000 hectares, Videcon Industries' two SEZs on 1,000 hectares and 2,500 hectares, respectively, Supreme Petrochem's SEZ at Raigad district on 100 hectares and India Bull's SEZ at Alibaug in Raigad district spread on 2,700 hectare.
 
"We have no intention of acquiring land which is utilised for double-crop. Only single crop land and barren land will be acquired for SEZs," he said.He asked farmers to table their demands before state government in response to the compensation packaged announced by various companies.
 
Meanwhile, at a high-level meeting chaired by Jharkhand Chief Minister Madhu Koda, it was decided that Jharkhand's new rehabilitation and resettlement policy, to be announced in April, would authorise gram sabhas to give their consent whenever any decision was taken regarding selection of a location for new factories in the state.
 
The proposed rehabilitation and resettlement policy will also ensure payment of Rs 2 lakh per household for reconstruction of houses that would have to be demolished to make way for factories.
