State notifies annual excise policy for 2009-10

The Orissa government has notified the annual excise policy pertaining to the fixation of excise duty, license fee structure and guidelines for the establishment of excise shops during 2009-10.

It has fixed the license fee for the breweries, bottling fees, license fees for the distilleries and the bottling units, excise duty on IMFL and beer, fees for label distribution, import and export of IMFL, beer, rectified spirit and vend fee among others.

The policy has fixed the license fee at Rs 25,000 per month for breweries having production capacity of 1,20, 00000 bulk litres. It has been fixed at Rs 50 lakhs for breweries having a capacity of more than 1,20, 00000 bulk litres.

Annual license fee of Rs 1 lakh will be collected from wine producing units.The application fee (non-refundable) for grant of license for brewery, winery, bottling units and the distillery has been fixed at Rs 50,000.

The excise duty on the country made whisky, gin, rum, brandy and vodka, whose landing cost at Orissa State Beverages Corporation is less than Rs 850 per case, has been fixed at Rs 140 per litre.

While the application fees for label registration per beer brand is Rs 10,000, the application fee for label registration of IMFL per brand pack size will be Rs 10,000.

Similarly, the label registration fee for foreign liquor has been fixed at Rs 20,000 per annum and the label registration fee for foreign liquor imported in bulk and bottled in the country is Rs 50,000 per label per annum.

However, this rate will be Rs 10,000 per annum for the military canteens and wine manufactured in the country. The import fee on beer will be Rs 9 per bulk litres and for IMFL it has been fixed at Rs 19 per London Proof Litres (LPL).

As per the policy, all the depos established by the Orissa State Beverages Corporation (OSBC) will pay Rs 5 lakhs each towards the depo license fee per annum. Besides, all the existing IMFL (on) and Beer Parlours (on) will be renewed for 2009-10 on payment of annual license fee subject to fulfillment of the stipulated conditions.

The wholesale license of the Orissa State Beverages Corporation (OSBC) will be renewed on payment of the license fee of Rs 30 crore per annum. Similarly, the license of all the country spirit shops will be renewed for the next fiscal with 10 percent increase over and above the existing consideration money.

While the concessions granted in tribal areas to brew liquor for personal consumption will continue, the provisions of section 26-A of the Bihar and Orissa Excise Act 1915, which required approval of Gram Sashan in scheduled areas, will be strictly followed. There will also be no purchase, import of brands of the manufactures from outside Orissa who have their tie-up and franchise with local units in the state.

With a view to benefit the farmers of the state, 25 per cent concession has been given in the excise duty on beer with at least 75 percent sorghum content. At the time of renewal, the collector of the concerned district will consider and recommend the change of location of shops where serious objections have been received after due enquiry.

That apart, the export policy of IMFL and Beer will continue in 2009-10 with same terms and conditions as approved by the Orissa government from time to time.
