"We find that until the 11th Plan, the achievements were 10-15 per cent short of target; financing was 10-15 per cent short of target. But in the 12th Plan, we find both in terms of financing and goals, we are 20-25 per cent off what we thought we would be able to do," Khullar said. India is in the fourth year of the 12th five-year Plan.
Khullar was speaking at a seminar on the SDG organised by Research and Information Systems, a Delhi-based think-tank. She said: "If we look at the goals of the 12 five-year Plan, which is more inclusive sustainable higher growth, I think we have captured the spirit of the SDG."
