The state is taking measures, apart from making changes in its policies and work culture, to cultivate a positive perception about the state’s investment and business environment.

The rigorous exercise has gathered momentum especially in the backdrop of the Department of Industrial Policy and Promotion (DIPP), Government of India, slated to undertake a detailed study during May-June 2015 to rate states for ease of doing business.
Apart from giving a thrust to infrastructure development, including roads and energy, the UP government has incorporated industrial services in UP Janhit Guarantee Act, which stipulates fixed timeliness for service delivery with provision of appellate authorities.
UP Chief Secretary Alok Ranjan chaired a high level meeting here on Wednesday to review the progress with regards to the road map on simplification and rationalisation of processes required to establish business and enterprise in UP.
The meeting discussed steps, including preparation of comprehensive checklist for no-objection certificates (NOCs), licences, registrations, clearances and land/building related approvals, improvement in web-based single window clearance system ‘Nivesh Mitra’, classification of land parcels on the basis of industrial category, transparent land allotment system through adoption of IT etc.
Ranjan directed officials to dispense take time bound actions to simplify processes and facilitate entrepreneurs.
Meanwhile, he instructed departments to reform inspection exercise of industrial units by synchronising inspections. Besides, labour department was directed to expedite the process of labour reforms.
The online service of UP commercial tax department is already on a par with any other progressive state in India. Online refund facility has been introduced, apart from other facilities, such as e-registration, e-sancharan (for intra-state goods’ movement, e-payment, e-return etc.
Similarly, UP Pollution Control Board had stopped accepting manual applications and now all industry requests for NOCs were being accepted only online.
