UP mandates online submission of investment proposals

Uttar Pradesh has mandated online submission of any fresh investment proposal for the small, medium and large industries.

The facility of ‘Nivesh Mitra’, the web-based system of processing investment proposals, has now been extended to all the 75 districts.

Initially, the facility was introduced in 18 districts, which was later extended to 27 more districts. Now, all the 75 districts have been covered under the online system, state infrastructure and industrial development principal secretary Sanjay Agarwal said here.

Nivesh Mitra, which has been in existence since 2009, allows e-submission of application forms/fee and vigorous online monitoring at all levels.

It promises transparency, speed and ease to the process of setting up enterprises and seeks to improve the ‘doing business’ environment in UP.

A Government Order (GO) issued in September 2012 had included the remaining 30 districts under the purview of Nivesh Mitra for online clearance sought to set up small, medium and large scale enterprises.

Now, the system has been implemented at the ground level with the respective nodal officers provided with the necessary infrastructure and training.

However, considering practical difficulties, micro enterprises continue to enjoy the liberty of both the options, either to apply through Nivesh Mitra or manually.

The unique web-based system functions under Udyog Bandhu, the industry interface of UP, which is accessible over the portal www.udyogbandhu.com.

It provides time-bound clearances, approvals and no objection certificates (NOCs) to entrepreneurs, while stipulated fee can be paid through net banking.

It is envisaged to mitigating barriers in facilitating investment by ensuring convenience to business and responsiveness from government with minimal human intervention.

Earlier, 12 services were available through Nivesh Mitra viz. industries, power, factories, fire safety, electrical safety, pollution control, forest, excise, commercial tax, food, labour and drugs.
