The performance of various central social sector schemes in Uttar Pradesh has been less than satisfactory, said an assessment by the Planning Commission.
Uttar Pradesh has spent only 60.53 per cent of the total funds allocated under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) in 2010-11, from 83 per cent in 2009-10. The state, ranked fifth in terms of utilising funds allocated under the scheme, slipped to the 12th position during the previous financial year.
In 2009-10, almost 102.3 per cent of the total funds allocated under Indira Awaas Yojana, which seeks to provide affordable housing, was used, while in 2010-11 it was 89.3 per cent. The percentage of houses completed against the target, also dropped from 98.13 per cent in 2009-10 to 86.17% in 2010-2011.
Expenditure under the Integrated Child Development Services (ICDS) of the health ministry also dropped from 108.7 per cent in 2009-10 to 57.7 per cent during 2010-11. On Sarva Shisksha Abhiyan, the state stood seventh in terms of percentage of school buildings constructed, against the sanctioned number and 12th in terms of percentage of funds used in 2009-10.
Under the Rashtriya Krishi Vikas Yojana (RKVY), which is run by the ministry of agriculture and seeks to raise production of rice, wheat and pulses, the state’s utilisation of funds has slipped from 100 per cent to 31.7 per cent in the last two years.
The state’s performance in the National Rural Drinking Water Programme, Total Sanitation Campaign and Rural Roads programme has been mixed, compared to other states.
Uttar Pradesh’s annual plan for 2011-2012 will be finalised next week.
