UP ties up coal supply for Anpara C

Even as the issue of execution of the 1,000 Mw Anpara C thermal power project is waiting to be settled, the UP Power Generation Corporation has signed an agreement for its coal linkage, with the Northern Coal Fields Ltd (NCL).
 
The agreement was signed by the managing director of the UP Power Generation Corporation, Avneesh Awasthi, and the director of Northern Coal Fields, A N Singh, here, on yesterday.
 
As per the agreement, the NCL will supply 3.6 million tonnes of coal every year from its Kharia coal fields in Jharkhand.
 
This agreement is a major step towards the implementation of the Anpara C project because it is expected to facilitate the process of financial closure. The bids for the project were opened here on June 7 and the project is likely to be awarded by September.
 
Only three companies, Reliance Energy, Essar, and Hyderabad-based Lanco Kundapalli, had placed bids for the project. All the three bids, containing technical and financial documents, have been sent to Ernst and Young for evaluation. Ernst & Young will prepare an evaluation report and present it to the evaluation committee, headed by the principal secretary (energy), Ashok Khurana.
 
Hyderabad-based Lanco has outbid Reliance Energy and Essar for the project. The project has been showcased as India's first tariff-based competitive bidding project, and it has all major approvals in place.
 
Khurana said here all the major hurdles in the privatisation of the Anpara C project had been removed and the rest of the formalities ahead of award of the contract to the private bidder would be completed by early September.
 
He said the technical queries made by the Central Electricity Authority had been clarified and the CEA had withdrawn its objections.
 
"Soon, this issue will be placed before the meeting of the board of directors of the UP Power Generation Corporation and then the matter will go before the energy task force, headed by the chief secretary," said Khurana, adding "as soon as this issue is cleared by the energy task force, it will be sent to the cabinet for approval".
