WBSSC misreported funds, says CAG

The latest report by the Comptroller and Auditor General of India ( CAG) for the year ended March 2003 pointed to several anomalies in activities of West Bengal State Seed Corporation Limited (WBSSC), a body incorporated in 1980 by the Government of West Bengal mainly for growing and supplying quality seeds, fertiliser, chemicals , agricultural implements and equipment to the agriculture department.
 
Despite spending Rs 83.90 crore , 79 percent of the available fund of Rs 106.87 crore during 1998-2003 allotted for supply of quality seed, chemicals, agricultural equipment by the government , WBSSC misreported full utilisation of the money.
 
The report further said no records were made available to audit of the Rs 34.88 lakh released to WBSSC to procure and produce different classes of pulses seeds under the National Pulses Development Programme.
 
Under the Accelerated Maize Development Programme, WBSSC issued utilisation certificate despite retending Rs 18.47 lakh in their deposit account during 1998 to august 2001 , whereas for 2002-2003 they reported an expenditure of Rs 34.47 lakh when actually there was no fund issued by the government.
 
The government had to incur an additional expenditure of around Rs 2.57 crore during 1998-2003 for procurement from WBSSC instead of procuring from the manufactures directly. Besides, it recovered Rs 7.36 crore in an unjust manner as interest on working capital for supplying 8144 tonnes seed to the government.
 
Further supply of "not recommended" quality seed valuing Rs 1.98 crore during 2002-2003 and "un-tested" fertilizer minikit worth Rs 2.75 crore have been among some other activities of the government undertaken body.
 
CAG in its latest report accused the managements' apathy for the lack of noticeable progress towards achievement of the expected goals.
 
Sluugish attituted of the company in implementing National Seeds Project III, lack of marketing attitude to increase sales through dealers and transparency in purchase are among the other criticised issues in the report.
