Setting the tone for the fifth World Trade Organisation ministerial meeting, commencing on Wednesday, the head of the multilateral body Supachai Panitchpakdi has said that fixing modalities for agricultural negotiations would be the crucial issue at the five day meeting, which he acknowledged had been over burdened due to missed deadlines.
