The extended Budget session of the state legislative assembly was adjourned sine die after passing the state budget and two bills pertaining to the increase in the salaries of members of legislative assembly and ministers.
The 10-day-long session was cut short to four days with the opposition Congress and JD (Secular) continuing their boycott. The session began on June 2. Both the opposition parties had been demanding resignation of chief minister B S Yeddyurappa and Speaker K G Bopaiah over the Supreme Court strictures against them in disqualification of MLAs case.
The ruling BJP managed to get all the bills passed without any difficulty. The budget for 2011-12 was also approved without any discussion. This was the second such instance when the budget was passed without a discussion after 2005. Bopaiah said that he made repeated attempts to bring back opposition parties into the house, but they did not care.
Before the house was adjourned sine die this afternoon, chief minister B S Yeddyurappa presented the first instalment of the supplementary estimates for 2011-12 amounting to Rs 1,965.28 crore and moved the Karnataka Appropriation (No. 4) Act, 2011.
Presenting the estimates, Yeddyurappa, who also holds the finance portfolio, said the estimates relates advances sanctioned from the Contingency Fund to cover expenditure on “New Service” after the Supplementary Estimates (Third and Final installment) was placed before the Legislature in February 2011 and accounting adjustments.
Of the total sum of Rs 1,965.28 crore included in the Supplementary Estimates, Central Assistance covers a sum of Rs 41.30 crore, and Rs 15.94 crore is by adjustments. A sum of Rs 840 crore is likely to be funded from savings. The balance net cash outgo of Rs 1,068.03 crore is likely to be funded from general buoyance in tax and non-tax revenues, the chief minister added.
