Zonal development plans readied for CDP implementation

The implementation of Comprehensive Development Plan (CDP) for Bhubaneswar has gathered steam with the department of housing & urban development preparing the draft zonal development plan for Aiginia, one of the 14 zones identified under CDP.

"We have sought comments and objections from different stakeholders on the draft zonal development plan for Aiginia. This apart, the preparation of draft zonal development plans for Gangapada, Bharatpur and Tamando is in the final stage”, minister for housing & urban development Sarada Prasad Nayak informed the state assembly.

To facilitate easy communication on the Cuttack-Bhubaneswar-Konark-Puri stretch, the department is in the process of selecting a consultant for preparation of Integrated Comprehensive Mobility Plan, he added.

The department has also initiated the process for preparing 'Master Plan of Parks' for development of open spaces delineated under the CDP.

The CDP for Bhubaneswar compiled by Indian Institute of Technology (IIT)-Kharagpur involves an investment of Rs 29,560 crore for implementation across sectors.

While traffic and transportation needs spending of Rs 8100 crore in two phases, housing and development of physical infrastructure will entail an investment of Rs 7500 crore and Rs 3070 crore respectively.

An outlay of Rs 3310 crore has been envisaged for social infrastructure while Rs 4500 crore has been set aside for commercial space development.

Of the total tentative capital investment for all sectors, public investment has been pegged at approximately Rs 15,000 crore. This fund will be raised through specially created BCUC (Bhubaneswar-Cuttack Urban Complex) Infrastructure Fund.

The balance requirement will be met from the state budget under different departments and from long-term loans, capital finance through devolution of fund, user charges, increased and reformed tax base and improved collection.
