Defer post-graduate medical examinations: Maharashtra govt to Centre

The Maharashtra government has written to the Centre seeking postponement of the examinations of post-graduation students pursuing medical courses in the wake of the coronavirus outbreak. Post-graduation medical students are required to handle Covid-19 and other cases in the state, said Minister of Public Health and Family Welfare Rajesh Tope on Thursday.
 
Either their examinations should be postponed or those appearing should be declared as having cleared them, he said, adding the state has submitted a resolution in this regard to the Centre. Speaking to reporters, Tope said, We have requested the Centre to postpone the examinations of post- graduation students of various medical disciplines.
 
"Most of the exams are in August and they are busy in their preparations. But going by the current crisis, we need these doctors for treating Covid-19 patients as well as routine diseases that surface during the monsoon season."

Class 10 and 12 remaining exams of CBSE, ICSE Boards cancelled, SC informed

The remaining CBSE and the ICSE Board examinations for classes X and XII, scheduled to be held in July, have been cancelled due to the COVID-19 pandemic, the Supreme Court was informed on Thursday.
 
The examinees of class XII students of CBSE Board will however have the option of either taking the exams later or to move ahead with the assessment based on their performance in the last exams. The re-exam option will not be available to class X students. The option of re-examination would not be available to the ICSE Board students -- neither class XII, nor class X.
 
A bench headed by Justice A M Khanwilkar took note of submissions of Solicitor General Tushar Mehta, appearing for the Centre and the Central Board of Secondary Education (CBSE) that Class X and XII board examinations scheduled from July 1-15 have been cancelled and re-examination for XII would take place when the situation becomes conducive.
 
The CBSE said that it was formulating a scheme to give options to students of XII only -- for re-examination or assessment based on past performance.
 
Counsel for the respondents (CBSE and the Centre) has submitted a short affidavit... Controller of Examinations in CBSE... List these matters tomorrow that is June 26, at 10.30 am, for passing appropriate orders, said the bench which also comprised Justices Dinesh Maheshwari and Sanjiv Khanna.
 
The top court, which has asked the CBSE to come out with a fresh notification, will tomorrow deal with the issues of option of re-examination for class XII, internal assessment, date of results and status of re-examination keeping in mind the COVID-19 situation in different states. It also sought to know from the Centre and the CBSE as to when the results would be out as also the beginning of the academic session of 2020-21. The results may be declared in mid-August, the CBSE said.

LIVE updates: CBSE postpones Central Teacher Eligibility Test

The CBSE on Thursday postponed the Central Teacher Eligibility Test (CTET) scheduled on July 5, which will now be conducted when the situation is conducive, HRD Minister Ramesh Pokhriyal Nishank' said.
 
"The 14th edition of CTET scheduled on July 5 has been postponed. A new date for examination will be intimated when the situation is more conducive for conduct of examinations," Nishank said.

LIVE updates: Over 840,000 lakh students appear for Class 10 exam in Karnataka

Over 840,000 students appeared for the Secondary School Leaving Certificate (SSLC) exam in Karnataka on Thursday, with Covid-19 measures like one student per bench and cap on their number per classroom being enforced by the authorities. The government had decided to conduct the examination ignoring the opposition's appeal to put them on hold till the coronavirus is brought under total control.
 
Former Chief Minister and JD(S) leader H D Kumaraswamy had cautioned the government against conducting the exam, claiming there was community spread of Coronavirus. Chief minister BS Yeddyurappa said on Thursday there was no connection between the lockdown and the SSLC exams, adding they would go on as per schedule.
 
Earlier, the Karnataka Secondary Education Examination Board (KSEEB), on the directions of the state government decided to conduct the SSLC or the Class X board exams amid Covid-19 fears. According to KSEEB officials, as many as 8,48,203 students would take up the examination at 2,879 exam centres.
 
Taking lessons from the pre-university college exam on June 18 where people thronged the examination centres ignoring social distancing norms, KSEEB officials in association with the health, police and transport departments made adequate arrangements inside and outside the examination halls today.
 
The Board also roped in the Scouts and Guides at some places to make proper arrangements. At all the examination centres students were thermally screened and their hands sanitised before being allowed inside. As per government instructions, each bench had only one student. There were standing instructions that there should not be more than 18 to 20 students in each class.

SC seeks clarity on Class 12's internal assessment/exams as later option

The Supreme Court on Thursday asked the Centre and the CBSE to issue fresh notification in connection with Class 12 exams, clarifying the option between internal assessment and exams later, IANS reported.
 
The observation from the top court after it was informed that the CBSE has decided to cancel the remaining board exams for Class 10 and Class 12. A bench comprising Justices A.M. Khanwilkar, Dinesh Maheshwari and Sanjiv Khanna asked the Centre to clarify the issue of taking the option between internal assessment and exams later.
 
"Clarify the date of results," said the bench, noting that the CBSE will have to submit a fresh draft notification cancelling class 12 Board exams and affidavit on Friday morning, before the top court continues to hear the matter again at 10.30 a.m. The apex court also sought clarity on the beginning of the new academic year.
 
It told Solicitor General Tushar Mehta, representing the Centre, that the CBSE is willing to conduct exams when the situation is conducive, but this may vary from state to state. "Will the decision be taken by a central authority or will the state government take the decision? How are you going to deal with that situation?"
 
Mehta replied that the decision must be taken according to the situation. To this, the bench said should not the solution be pan-India?
 
"You have not said when you will decide on this issue, and when you will take stock of these things. Some time frame will have to be given," noted the bench. Continuing its queries, the bench said: "What about state regional board exams... the CBSE does not hold all the exams. The state Board is also there." Mehta replied that the instructions from the controller of examinations are that exams are controlled centrally. "State boards assist the CBSE," he replied.
 
The bench observed that the government should modify the draft notification and include the state board issue. "Clear the stand that decision will be taken at the central level and not at the state level... other courses will have to be delayed till CBSE exam results come out," it said.
 
Mehta replied the assessment results will be published now, and if a student wants to opt to give the exam, then that will be conducted later. The top court asked Mehta to bring this on record and redraft the notification.

Karnataka SSLC exam 2020: 848,000 take tests today amid corona pandemic

Karnataka SSLC Exam 2020 is beginning from today at various centres across the state. The state government decided to go ahead with exams with utmost precautions after the parents, students, political parties expressed their fear of health risk during class 10th exams.  Many mock drills, inspections were conducted and guidelines have been issued to the centres.
 
About 848,203 students will appear in the Secondary School Leaving Certificate (SSLC) examination today, said Karnataka Health Minister B Sriramulu on Wednesday.
 
"Social distancing needs to be followed and the mask should be used. Minister of Education and I have already held a lot of meetings. Students from containment zones will be carefully handled," said Sriramulu.

Shashi Tharoor urges Kerala CM to postpone state university exams amid Covid-19 pandemic

Congress MP Shashi Tharoor wrote to Kerala Chief Minister Pinarayi Vijayan urging him to postpone the state university examinations amid Covid-19 crisis.
 
Taking to Twitter, Tharoor wrote, "My last-ditch appeal to Kerala CM[?] to postpone state university exams as CBSE[?] and [?]UGC India[?] are doing. My email inbox has 3800 emails from univ students in Kerala begging me to speak up for them. The Govt must listen to sense!"
 
In a letter written on June 23, to Kerala Chief Minister, Tharoor stated, students in the State have been facing considerable difficulties on account of these decisions. For one, with the number of cases in the state rising again, there is a strong health hazard that these students will have to contend with while leaving their homes for examination centres and appearing for their exams.
 
"Many of these centres are located in regions that have been classified as hotspots, due to the concentration of Covid-19 cases, and the risk of exposure is immense," wrote Tharoor.
 
"Similarly due to the rising number of cases, a number of steps have been taken by the state government and various district administrations in a bid to curtail the transmission of the virus, including reduced frequency of public transport, closure of internet cafes mandatory social distancing protocols and so on, which have also posed a strong obstacle for our students," he added.
 
With the majority of these students living with their parents and other elderly family members, there is naturally the worry of spreading the virus among high-risk groups. These challenges have cumulatively posed a strong impediment for our students to perform to their true potential, read the letter.
 
"While I recognise that it is important for us as a society to learn to live with the virus, we must also recognise that it is imperative that we continue to do our best to limit and reduce avoidable risks to the extent possible," wrote Tharoor. "These exams should be postponed till such time as the current situation subsides or, alternatively, a substitute model for grading and evaluations must be considered and adopted keeping in mind these extraordinary conditions," he added.

LIVE updates: Class 10, 12 CBSE exams scheduled for July cancelled: Centre tells SC

The Central government submitted before the Supreme Court on Thursday that the remaining class 10 and 12 CBSE exams, which were earlier rescheduled to be held between July 1 to July 15 in view of the Covid-19 pandemic, have been cancelled. Solicitor General Tushar Mehta, appearing for the Centre and Central Board of Secondary Education (CBSE), informed a three-judge bench headed by Justice AM Khanwilkar that the remaining class 10 and 12 CBSE exams scheduled to be held in July have been cancelled.
 
Delhi, Maharashtra, and Tamil Nadu have conveyed their inability to conduct the examinations, Mehta said.
 
The bench asked whether class 12 students were being given the option to either get marks on the internal assessment basis or appear for an exam later, to which the Mehta responded in the affirmative. CBSE exams for class 10 students stand cancelled, Mehta said and added that they don't have to give any examinations. Mehta further submitted that as soon as conditions are conducive, CBSE exams for class 12 students, who opt for it, will be conducted.
 
The apex court was hearing a petition, filed by advocate Rishi Malhotra, seeking directions to cancel the remaining CBSE exams in view of the health risk of coronavirus infection. The apex court was also hearing a similar petition regarding the ICSE exams.
 
Indian Certificate of Secondary Education (ICSE), through its counsel Jaideep Gupta, also informed the court that it will also cancel the class 10 and 12 board exams. However, it submitted that it does not agree to give the option to students to give the exam later.

LIVE: IIT-Bombay decides to hold online classes from next semester

As the cases of novel coronavirus are increasing across the country with each passing day, including Mumbai, the Indian Institute of Technology Bombay (IIT-B) on Wednesday became the first major institute to scrap all face-to-face lectures for the remaining of 2020 academic session "so that there is no compromise on the safety and well-being of the students".
 
IIT Bombay Director Professor Subhasis Chaudhuri posted a message on Facebook earlier in the morning today stating the decision was made "after a long deliberation".
 
"For IIT Bombay, students are the first priority. We took the first step in India in concretely deciding how we must bring a closure to the current semester to help our students," he wrote.
 
"But given the current condition of the pandemic, how do we plan for the next semester for our students? Again, after a long deliberation in the Senate, we have decided today that the next semester will be run purely in the online mode so that there is no compromise on the safety and well-being of the students," Chaudhuri added.

CBSE Exams 2020 LIVE: Maharashtra, Delhi and Odisha have indicated their 'inability' to conduct CBSE exams this year

CBSE 12th result 2020/ CBSE 10th result: The Central Board of Secondary Education on Friday informed the Supreme Court that CBSE 12th and CBSE 10th result would be announced by July 15, 2020. This comes a day after the board decided to cancel the Class X and XII examinations scheduled from July 1-15 due to the Covid-19 pandemic, and they would be conducted later. The ICSE Board also decided to cancel the 10th and ISC exams after taking into consideration CBSE's decision.

A bench headed by Justice A M Khanwilkar was apprised by the Solicitor General Tushar Mehta that a scheme has been formulated to assess the performance of class XII students on the basis of their performance in last examinations. The top court was also informed that the students will have the liberty to opt either for the examinations, to be conducted later, or go with the assessment process based on past performance.

A decision on rescheduling the Joint Entrance Examination (JEE) for IITs and the NEET test for medical colleges will also be based on the apex court's verdict for CBSE Board exams. While engineering entrance exam JEE-Mains is scheduled from July 18-23, medical entrance exam NEET is to be held on July 26.
 
Why were CBSE exams postponed
 
CBSE exams were postponed on account of the coronavirus pandemic. However, some parents of students appearing for the exam want the Board to declare the CBSE 12th result on the basis of exam already conducted and to calculate it on an average basis with internal assessment marks of remaining subjects. The concerned parents say that students might be exposed to Covid-19 infection if they have to appear in the examinations.

CBSE Board Exams: Delhi Govt wants cancellation of board exams

Earlier this month, Delhi Deputy Chief Minister Manish Sisodia wrote to Union HRD Minister Ramesh Pokhriyal 'Nishank', urging him to cancel pending board exams, citing the spike in Covid-19 cases and high number of containment zones in the city. "I hope you would agree with me that the board exams, particularly those of Class 12 are a high stake exam for children. Hence, subjecting them to take this exam in such an uncertain and anxiety-prone situation would not be fair to them. It would be extremely difficult to conduct the exam," Sisodia had said in his letter.
