Chandigarh-based small and medium entrepreneurs (SMEs) in the manufacturing sector want major political parties contesting from the parliamentary constituency here to include the pending issues of the sector in their election manifesto in order to give fillip to the ailing industry. These demands include conversion of lease hold plot into free hold, implementation of MSME act in toto, waiver of violation fee, among others.
Industrialists said the three basic unresolved problems since 10 years have put the sector far behind in growth and also cause loss to the state exchequer. Feeling neglected, many migrated to other states, while others applied for conversion of their plots into hotels, multiplexes, banks etc.
Major contestants from Chandigarh are Pawan Kumar Bansal from the Congress, actress Kirron Kher from the BJP and actress Gul Panag from the Aam Aadmi Party.
Naveen Manglani, vice-president, Chamber of Chandigarh Industries said, "In most parts of the country, the lease hold industrial plots have been converted into free hold. Despite recommendations by the administration and the Ministry of Home Affairs and the Ministry of Urban Development and Poverty Elevation, to do it in the Delhi pattern, the same is pending and is caught in Red Tape somewhere. We want justice by converting our lease hold plots to free hold on the Delhi pattern. Generations have passed resulting in the unresolvable litigation towards ownership of these plots, causing entrepreneurs to lose their peace."
The industrialist also added the President of India enacted the MSME Act, 2006 to support and hand hold the industry. In Chandigarh, this Act is not being implemented in letter and spirit. Thus the legitimate support of the Act is being denied to us. The administration is silent to our repeated calls on this issue. The industry has requested that the Act should be implemented in toto.
Manglani also added that in 2009, the Misuse and violation fine has arbitrarily raised from Rs 10/- per sq ft to Rs 500/- per Sq. Ft per month. Even the system of approval from the parliament has not been followed. Instead of being deterrent to the cause, it became non productive and have invited huge litigations. The industry wants to repeal these rules immediately. All the notices should be withdrawn. Thereafter, if at all these rules are to be amended, it should be done in a participative manner with industry and that too for the new allotments. While doing so, the need based temporary coverage and minor need based internal changes should be taken out of the ambit of the violation.
