ADIP Scheme

Planning Commission authorized Mott Mac Donald, NOIDA, Uttar Pradesh to conduct the evaluation study in respect of Assistance to Disabled Persons for purchase/fitting of Aids/appliances (ADIP Scheme) in May, 2011. Mott Mac Donald submitted the final Report in Dec. 2012. Major observations as per evaluation study were as under: (i) Weak Institutional coordination, (ii) Poor and untimely release of funds, (iii) Lack of proper and updated database of differently abled people, (iv) Lack of system to evaluate the work done by Implementing Agencies, and (v) Lack of awareness among the beneficiaries about the Scheme. The Scheme was revised w.e.f. 1st April, 2014. Issues raised in the above mentioned Evaluation Study were duly considered during revision of Scheme. Major salient features of revised Scheme are: (i) Enhancement of income eligibility ceiling for 100% concession from the earlier Rs. 6,500/- per month to Rs. 15,000/- per month and for a 50% concession from Rs. 15001/- to Rs. 20,000/- per month. (ii) Cost ceiling for aids/appliances revised from Rs. 6000/- to Rs. 10,000/- for single disability and from Rs. 8,000/- to Rs. 12,000/- for Students with Disabilities. (iii) Enhancing the extent of subsidy for motorized tricycles and wheelchairs from Rs. 6,000/- to Rs. 25,000/- for severely disabled and for locomotor disabilities such as Quadriplegic (SCI), Muscular Dystrophy, Stroke, Cerebral Palsy, Hemiplegia and any other person with similar conditions where either three/four limbs or one half of the body are severely impaired. This will be provided to the persons of age of 18 years and above, once in 10 years. (iv) Provision for cochlear implant for 500 children per year with Hearing disability under the scheme, with a ceiling of Rs. 6.00 lakh per unit. (v) Provision for maintaining website by the Implementing agency and uploading of details of grants received, utilized and list of beneficiaries alongwith photo and Ration Card Number/ voter ID Number/ Adhar Card Number, as the case may be. (vi) Simplification of procedure of test Check of beneficiaries (vii) Provision for holding 40% Disablement Certificate for availing benefit under the Scheme. (viii) The Ministry has notified contemporary aids and assistive devices for Visually Impaired, Leprosy Affected, Hearing Impaired and Kits for persons with intellectual and developmental disabilities. Besides, the Ministry have taken the following steps for effective and transparent implementation of the Scheme:- (i) Online system of submission and processing of proposals of the Non Governmental Organizations (NGOs). (ii) Ministry in collaboration with Technology Information, Forecasting and Assessment Council (TIFAC), an autonomous body of the Department of Science and Technology, launched a web portal w.e.f. 03.12.2014 for meeting the accessible needs relating to aids and appliances for persons with disabilities. (iii) Ministry is organizing Mega Composite Camps for awareness generation about the Scheme. This information was given by the Minister of State for Social Justice and Empowerment, Shri Krishan Pal Gurjar in a written reply to a question in Lok Sabha here today.
