Auction of Completed Highway Projects A proposal for monetisation of completed public funded national highway (NH) projects through Toll-Operate-Transfer (TOT) mode based on the expected collection of user fee receivables, through private sector efficiency & expertise is under active consideration in the Ministry. Proceeds from such monetisation of completed NH projects which shall accrue to the government/authority are to be utilised for construction and operation and maintenance of national highways throughout the country. The user fees shall be collected post auction by the selected concessionaire as per existing provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and Amendments thereof, for a pre-determined concession period. NH Projects to be bid out under this mode will be finalised once the proposal is approved by the Government. This information was given by Minister of State for Road Transport & Highways, Shri Pon.
