Separate assessment of availability of health professional and quality of healthcare has not been done in respect of North Eastern (NE) region. The details of availability and shortfall of human resources of health and that of health facilities (Sub-centres, Primary Health Centres, Community Health Centres) is provided in Rural Health Statistics 2014, which is available at www.mohfw.nic.in
Public health is a state subject. As per information received from the state Government, the number of doctors, medical colleges, hospitals and beds available is given below:
In order to improve access to affordable and quality health care services in all State/UTs including NE region, support is being provided under National Health Mission (NHM). This includes support for free reproductive, maternal and child health services, control and treatment of communicable diseases like TB, Malaria, HIV/ AIDS, etc. State-wise position of the funds allocated, released and utilised during last three years and current year under NHM is given below:-

In the Amended Regulation of the Council on Establishment of Medical Colleges, 1999, dated 26.02.2010, under clause 2 (5) incentive for requirement of beds for establishment of medical college have been reduced for North Eastern States and Hill States. It is further stated that relaxation in the requirement of land for establishment of medical college, the Regulations have been amended vide notification dated 26.09.2011 for hilly areas.
With a view to complement the initiatives under NRHM Programme, Forward Linkages Scheme has been introduced which aims at improving/ strengthening the Tertiary and Secondary level health infrastructure of the NE region in a comprehensive manner.
Under NHM support is provided for health system strengthening which includes health informatics, health care knowledge system and other e-health solutions. Ministry of Health and Family Welfare as been providing support to all the states & UTs including the North-Eastern states under the National Health Mission for operation of many IT systems namely, the Mother and Child Tracking System (MCTS) for tracking Mother and Child Health care services; Health Management Information System (HMIS) to monitor and evaluate the impact of delivery of services at facility level; Integrated Disease Surveillance Programme (IDSP for disease surveillance, e-Nikshay for TB control programme etc.
Under the National Medical College Network (NMCN) scheme support for interlinking the Medical Colleges across the country for the purposes of Health Education, Skill Enhancement and Healthcare Delivery is given. Six Medical colleges in North-Eastern States are included in the Scheme.
