NKorea proposes new round of talks on factory park

North Korea stopped operations at Kaesong amid a torrent of warlike threats in March and April aimed at Washington and Seoul.

North Korea has proposed another round of talks with South Korea meant to restart a jointly run factory park shuttered since Pyongyang pulled its 53,000 workers in April amid high tensions between the rivals.

In a statement today, Pyongyang proposed an August 14 meeting and appeared to provide guarantees that Seoul had demanded in six past rounds of talks.

Pyongyang said both countries should ensure that operations at the Kaesong industrial complex in the North continue regardless of external matters. Seoul has said it wants a guarantee that Pyongyang won't close Kaesong should tensions rise again.

South Korean officials said they were reviewing the proposal for more talks.
