The chief Palestinian negotiator says Israel must choose between building West Bank settlements or a peace agreement but "they can't have both."

Speaking to reporters yesterday, Saeb Erekat signaled that Palestinian authorities are prepared to end nine months of negotiations if an agreement for peace is not reached by an April 29 deadline set last summer.

He declined to discuss details of a secret US proposal to continue negotiating, and said Palestinian authorities have not been given documents of what it might contain.
