LAST WEEK WE ASKED: Do you think bringing in a self-disclosure regime, instead of inspection by regulating bodies, will promote transparency in higher education institutes?

BEST RESPONSE

The need of hour is to have proper transparency as in foreign educational institutes. Numerous agreements should be made on the development of a system of internationally comparable qualification to make higher education systems more transparent. Both self disclosure regime and inspection by regulating bodies are recommended for this as very few institutions will be following self disclosure. Rather, most of them would be circumventing around to hide behind the procedure to evade transparency.

Such step will stop all the success stories of the fake colleges who are entertaining students by providing unrecognised or fake degrees at higher cost. The self-disclosure regime will promote even better transparency for students for selecting good education institutes. It will give clear cut facts to the students of UGC, AICTE approved courses provided by higher education institutes.

Self-disclosure by the institution could result in a shift from inspection and approval regime to authentication and automatic one. But in India, where institutes are alleged to be corrupted, there is an apprehension that the move may give too much freedom to institutes to involve in corruption. Hence, transparency has to be ensured by institutes by showing their details on their website. Nevertheless, self disclosure is better than inspection since the one inspecting the institution cannot be guaranteed to be honest and ethical by the regulating bodies.

Self-disclosure regime may benefit the institutes, but students and faculty members are habituated with inspection by regulating bodies. Moreover, ethical implementation of such a system would be tough and years would pass before a desired level of transparency is brought in. Inspection is usually required where there is a risk of rules being violated. However, in case of higher education, most studies are of practical in nature and hence there seems no need for inspection.

The approach of higher education regulators in dealing with education institutions will be revamped in the 12th Education Plan. The AICTE and UGC have decided to adopt the self-disclosure and accreditation policy instead of inspection while granting approvals to new courses or up-grading the facilities in a higher education institution. But there should be a trust element between the council and the institutions for what they say, "Inspection will be conducted only on basis of a complaint". Which is why, self disclosure regime may promote more transparency among higher education institutes.
