Both houses of Parliament adjourned till noon

The last session of current Parliament got off to a rocky start today, as both the Lok Sabha and the Rajya Sabha were adjourned till 12 noon.

Lok Sabha Speaker Meira Kumar had to adjourn the lower house amid uproar over the Telangana Bill.

Similar scenes were witnessed in the upper house and Chairman Hamid Ansari too adjourned the Rajya Sabha till 12 noon.

Earlier in the day, Prime Minister Manmohan Singh appealed to all sections in Parliament to cooperate with the government in passing important legislations.

"This is probably the last session of the parliament, and, this my sincere appeal to all sections of the House to contribute to creating the feeling and atmosphere thereby this session will go down in history as an historic session," Dr. Singh told media here.

"We have important pieces of legislation ready for approval by parliament and I sincerely hope that parliament will create an environment with all sections of the House can work together to pass these bills," he said.

"Well, I think, these are hiccups (Telangana), I hope all sections of the house will have wisdom to set aside prejudices and create an atmosphere conducive to the harmonious working of House," he added.

As many as 39 bills, including the Telangana bill and six anti-corruption legislations, will be taken up during the session.

The session, convened mainly for the passage of the Vote-on-Account and interim Railway Budget, will have 12 sittings between the 5th and the 21st of this month.

Crucial legislations like Communal Violence Bill, Disability Bill, Women's Reservation Bill and other bills passed by one of the two Houses are also listed for passage during the session.

The Telangana Bill is also likely to create fissures among parties during the session.

Describing Telangana issue as 'vital', Dr. Singh on Tuesday said the government will be presenting a bill relating to the creation of the state of Telangana in Parliament.

Addressing the media after an all party meeting convened by Lok Sabha Speaker Meira Kumar, Dr. Singh said, "There is the vital issue of Telangana and we will be bringing a bill before the parliament for its approval. I sincerely hope that after a long debate extending over many years, the house in its wisdom will be able to pass the bill relating to creation of state of Telangana."

"This is going to be the last session of the 15th Lok Sabha. There are important legislations pending for approval by the parliament. There are several important legislations relating to the anti corruption measures," Dr. Singh added.

Dr. Singh also said that there are important legislation in the Parliament relating to Women's Reservation Bill and the control of communal violence which are also awaiting approval.

"I sincerely hope that Parliament in its wisdom will transact the essential business, which is the primary concern for any legislature in a parliamentary democracy," Dr. Singh said.
