The Budget Session began on Monday with President Pranab Mukherjee's address to members of both houses of Parliament.
In his address, President Mukherjee said 'Sab ka Saath, Sab ka Vikas' is the government's fundamental view.
He appealed to all the Members of the Parliament to spend 50 percent of MPLAD fund on the 'Swachh Bharat' mission.
President Mukherjee also lauded the 'Pradhan Mantri Jan Dhan Yojna' and said that the scheme has achieved its target within six months.
President Mukherjee said inclusive growth, including progress of the most vulnerable sections, is the government's topmost priority.
He said the GDP growth at 7.4 percent has made India the fastest growing largest economy in the world.
Prime Minister Narendra Modi earlier in the day said that dialogue and discussion are an essential part of democracy and added that he was hopeful of a positive outcome of the upcoming Budget Session.

"In a democracy, there should be dialogue, discussion and a positive outcome. The Budget Session is commencing with this determination. I am hopeful that the Budget Session will function in a positive environment and everyone will work in the direction to do something good," Prime Minister Modi said.
"The Parliament is a temple of democracy and, therefore, dialogue and discussion are essential part of it. Yesterday, I met leaders of other political parties and heard their opinions on various issues. Our efforts will be to work for the nation's benefit. Each issue will be discussed in depth," he added.
The Budget Session contains 44 items of financial, legislative and non-legislative business.
The first part of the Budget Session will continue till March 20 while the second part will commence after a month-long break from April 20 and conclude on May 8.
The Rail Budget will be presented on February 26, Economic Survey on February 27 and General Budget on February 28.
