Senate Democrats have said in their CIA torture report that the agency used a tactic called "rapport building" to extract valuable intelligence from Al Qaeda suspects in the aftermath of 9/11 that was "not effective".

According to the Washington Times, the document does not provide enough information on what rapport building entails and whether the tactic helped much or would have helped in the long run if the CIA continued to use it in the long run.

One former interrogator who has spent dozens of hours questioning the Al Qaeda suspects said that rapport building was one of the most effective ways to get into the minds of the suspects.

The goal is to create an ambiance of omnipotence over the detainee, said the interrogator.

CIA officials also said that the effectiveness of rapport building cannot be disputed but significantly more detailed information can be extracted from detainees who were subjected to harsh interrogations.
