The driver, who manned the car that drove into the central square of the German city of Heidelberg, hitting three people outside a bakery, was shot after a brief standoff by the police.
The man is being treated in hospital for a gunshot wound. He is believed to have been carrying a knife.
One of those struck by the vehicle remains in a serious condition.
A police spokesperson said the driver was mentally disturbed.
