Dutch Safety Board to publish preliminary report on MH17 downing

The Dutch Safety Board is reportedly preparing to publish a preliminary report on Malaysia Airlines flight MH17's downing over eastern Ukraine on Tuesday.

According to the Guardian, the report will include details gathered from the cockpit voice recorder, the flight data recorder, satellite and other images, and radar information.

However, it remains unclear whether the report would include evidence of who fired the missile that brought down the plane.

The Dutch Board said on its website that it will not make any statements with regard to apportioning blame or liability, and these issues will not form part of its investigation.

The Malaysia Airlines plane, carrying 298 people on board, was shot down as it was flying over war-torn eastern Ukraine.

While the US and Ukraine have accused Russian forces of launching the missile, Moscow has blamed the attack on the Ukrainian air force.
